Battery fuses

There are 2 fuses coming off the positive terminal of the battery 1 is 10amps the other 20A. I noticed the 20Aa fuse wasn't sitting completely in its folder and as soon as i touched it it blew. The key wasn't even in the ignition. Put a multi meter in the socket and instantly got a pop. anybody know what these fuses are for?
