Sticky brakes 1800

I'm having this problem with my brakes, maybe someone has experienced this before?
They stick. Meaning sometimes, after you take your foot off the brake, you can feel that they're still dragging a bit, but then it clears after a couple seconds. It's a real pain sometimes, having the car come to a stop when you don't want it to (4 feet short of the toll booth window...) and when you stop at a light and try to go again, you'll go slow for a couple seconds while they drag, and them jump forward when they clear. Any ideas?
