electric fan in front of condenser 700 1990

The electric fan in front of the condenser on my wifes car never runs. I have checked the two wires that go to the fan and the ground wire checks good for ground.
I can also put 12 volts to the fan and it runs fine. What sends the 12 volts to the fan?
