power steering valve 200

Hi -

My 1980 242GT has much lower steering effort to the left than the right. Chilton's says it should be the power steering valve; remedy? Replace.

But of course, there's no mention of how to replace it or where it's located.

Has anyone else had this problem? Car has almost 200K on it, and was suffering with a horrible PS leak before I got it, so it was probably run dry at one time or another.

What is the procedure to replace it?

I also need rack boots. Can they be replaced without removing the tie rods?
