1990--760 turbo wagon cold start problem 700 1990

Wagon with 124,000mi on it won't start when the temperature is cool to cold (non-summer). Seems to be too rich a mixture. One "expert" said the computer numbers don't match what should be in this vehicle; says that Volvo put poor computers in then updated them after these kinds of problems showed up. Another "expert" says, "No--hogwash. It's a harness problem."
Anybody out there hear the computer thing before? Is it at all likely?
Interestingly enough, turning on the A/C fan flashes a light: decoded indicates some sort of a computer problem? Logical? Likely connection?
