'86 b230 with turbo intercooler question 700

For those many smarter than I ...........
I'm considering purchasing a '86 740 ....... b230 turbo motor.

Car had the turbo intercooler changed for whatever reason,,,,,,,, person stripped the hold down bolts and turbo doesn't seal to manifold. Car has no power amd I'm wondering, for testing, if rtv sealant around turbo base will seal the intake leak(?) long enough to confirm loose bolts are the reason and it's got a vacuum leak.
