Still stuck on 4 bar- Help! 200 1990

My 5 bar gauge that I had installed when the car was new used to range from about 2.5 to 5. Now the needle barley moves off of 4 in either direction when the car is driving. I bought a new VDO sender 360 009, and its doing the same thing. I unpluged the one wire and the gauge pegs at 5. What is the deal?
