Removing lower rear shock bolts... 700

Simple job for the weekend, or so I thought. I intended to install a set of Boge ProGas rear shocks and a 25mm IPD rear sway bar on my 90 744T. Everything came apart easily except BOTH lower shock bolts. No amount of WD40, PbBlaster made a difference. The nuts came off, but the bolts seems corroded to the shaft, which eventually ripped loose from the rubber in the shock, but still wouldn't turn freely, and wouldn't pull out. I tried heat (MAPP torch) but no luck. Any suggestions before local shop charges me $100 to do something mysterious but effective?
