Hesitation on acceleration 200

Hi,
I have a 1985 245ti that has been problem free for a long time. Now I'm back to the board because the car hesitates on acceleration. This happens especially when the engine is cold. When I try yo accelerate and hit the gas, the car will roll slowly for about 1.5 seconds and the it will go into the normal turbo lag. I have an autometer air to fuel ratio guage and when I hit the gas it goes into the rich and stays there throught the whole acceleration. I took the car into a shop in june for a hot startign problem and they rerouted a vaccum hose to fix the problem. The car worked great until a month ago it started the hesitation. There is a vaccum hose that goes to some type of temp sensor on the block under the intake manifold and they moved it to a hole right under the throtttle in the intake manifold. I think this is some type of cold accel enrichment system. the temp thing in the block is now not connected to anything. I don't know if this is related to the problem, but I thought I would mention it. Also the air filter is really dirty. What could be wrong with my car?
