Can anyone help 700 1990

My turbo is has been occasionally not starting, requiring me to get jump starts. When I turn the key everything comes on except the engine. Make a light humming noise. Lights,radio etc.. come on fine but not the car. Do I need an alternator? How can i find out what it. Keep in mind this happens sometimes and as soon as i get a jump everything starts up fine.
