Late upshifts - AW 71 700

Greetings,
I have a 90, 740 turbo with 200,000 miles that is shifting late and hard. Earlier in the year I noticed this(it is my wife's car) and checked the fluid level and found no fluid on the dipstick . I brought it up to the proper level but there was no change. I then flushed the tranny with Valvoline MaxLife fluid but no change. Just read the tranny FAQ. Does this mean the clutch plates are worn beyond rescue? Does anyone know what it would cost to have the tranny repaired or replaced?
