Water Killing Rear Lights...What To Do? 200 1988

I noticed my rear right lights going out on me. Not wanting a ticket I made a mental note to check this out the first chance I got. Well I looked in there and found that the bulbs seem to be OK (no broken filaments that I can see) but there is water up to the bulb hole in at least one of the cells on my right rear light panel. I looked at the left panel and noticed it too has water sloshing around inside but the bulbs have not failed. OK what is causing this, how to fix it? I looked at the FAQ and it said something about drilling holes in the plastic. I live in South Florida and bet that would not be a bright idea with all the rain we get down here. Thanks in advance as I am really trying to avoid getting pulled over for a ticket!
