Leak in return fuel line 700

Although I haven't found it yet, I'm pretty sure I have a leak in my return fuel line. I'm smelling fuel and on the left side under the driver's feet going to the engine compartment it's wet with disolved oil/crud/undercoating. Does the return line carry any pressure to speak of? Once the leak is located can I just splice in a repair with neoprene hose or does the entire metal line need replaced? This is a Regina system if it matters.
