760 Turbo Electrical gremlins, help!! 700 1989

HI guys,

I'm a first time Volvo buyer. I just picked up a 1989 760 Turbo and I have a few minor problems. I'm hoping the more experienced guys have had similar probs and can help me fix mine.

I had a few problems right off the bat, The power windows didn't want to work right all the time. These were easy to fix, I took the switches apart and cleaned the contact points and put it all back together. Like I said easy.

The power seats don't work. The circuit breaker in the dash is fine, I swapped it with the one for the power windows and they continued to work. I pulled all the connections loose under the drivers seat and checked for incoming power and the only place I have power is coming to the relay under the seat. I assume the relay isn't working properly but I'm not sure. Neither front seat works by the way.

Also how do you turn the stupid radio on? Everytime I turn the power knob on it asks for a code and there is a little red light blinking on the Face of the radio. I assume this is some sort of anti theft setup so the radio is useless without the correct code. Am I right?

I also believe I have a Draw on the electrical system but I am unsure where to start looking for the possible problems. Any Ideas?

The Alternator is putting out a hair over 15 volts with the engine idling and it doesn't increase as the RPMs do. To me 15 volts is a bit high. Is it normal for a Volvo's charging system to put out 15 volts during normal operation?

I think that'll do it for now. Any and all help will be greatly appreciated.
