my rusty gastank needs work: sandblast or recoat? 120-130 1966

I have a rusty gas tank (interior) that's getting a good amout of very fine rust in the float chambers, and jets--it's very visible and filling a see-through filter and paper filter that are installed. I'm planning to take out the tank, but am hearing mixed advice on the solution. A local old volvo parts supplier says he can sell me a reworked (resealed) gas tank for $140. A local automotive shop that works on the gas tanks says they will heat and dry my tank for $75, but if the rust is more severe they recommend drilling a small hole and sandblasting the thing, for $150. I asked them why they didn't reseal and they said they used to, but found that after three years or so the plastic lining would begin to come loose and chunks would clog the system. Is thus a regular problem with resealed gas tanks? Even with the sandblasting I'm told I'd better keep a regularly-full tank or the rust on the tank's ceiling (where the problem is most prevalent) will return. Any advice here on the best option for me? Thanks--hfav
