A/c outside odors ( smoke, etc ) PLEASE HELP!!!!!! 900 1996

HI... why I canīt block the fresh air from outside. ????
There is a hole underneath the hood, the outside odor comes inside the car.
The recling buttom do not close ventilation panel, so all smoke and all kinds of bad odors ventilates when a/c operating (smoke is definately
hazardous).
