TWO-PARTS: WINDOWS AND RADIO 700

This inquiry is in two parts:
1) I stopped at a gas station today and when I started my 1988 740 non-tubo wagon, the power windows did not work.Is this the relay? The battery is brand new and all other electrical works fine so far.
2) Every time I put a 30 fuse in for the radio, it blows after about 10 minutes and that infernal beeping comes on. The radio is original factory; do I just need to invest ina new one, or can this be fixed?
