Just purchased an 84.5 turbo wagon (says 'intercooled'), have some questions (long) 200

ok, just bought the car and i have some quick questions. the car has 165k and was purchased for $350. The guy who sold it to me said he never had a lot of problems with it and was selling it because he got a new saturn wagon. The car has a recent clutch (35k ago) and timing belt about 6k ago, he did say the turbo had been acting up and the gauge shows no boost, (seems to be stuck in yellow) said he thought it had an oil leak and was weak but i can hear the turbo going wheeeee so maybe its just the gauge or a faulty cable? also ive been getting a bit of driveline noise? as the car slows down it sort of makes a winding down whoosh noise. also whats this flameguard stuff i keep hearing about cleaning out?, i looked through the manual and it says i dont have to do this service on my turbo motor, but the motor in the book looks different (its the 84 manual, but my car has the intercooler? so this is different?) on top of these things the car needs a new steering rack soon and tires and brakes, but i figured hey, 350. any help/ advice would be greatly appreciated. what are some of the common issues with these cars i should look to adress in the near future? ive always had audi's and this is my first volvo but im slightly mechanically inclined and think i can tackle small stuff. thanks again
