Kick Down cable 200 1992

hi all - I have a 1992 volvo 240 wagon. The shifting has been a little harse - noticeably right around 20mph. A user named kendric said to check the kickdown cable -- so I think I found it - see pict.

how do I adjust this? Do I adjust the top cable near the Blue? Or focus on the side to the right of the slack? Any help woul dbe greatly appreciated.
