'90 740 turbo won't start (intermittant) 700

1990 740 turbo, auto, 155k miles
recently replaced parts: ECU, main fuel pump/filter, mass air flow sensor.

problem: the car cranks but won't start. I have a press gauge on the fuel rail but no pressure when cranking. If I come back later, it will start. Would a bad RPM sensor be the problem.......I can't think of anything else! Once it starts, it rund great.
