where is the 25A main fuse? 200 1992

i have a 92 240 wagon, and can not for the life of me find this fuse! i know its supposed to be on the driver side fender but i can't find it. is the 92 any different for any reason? is this something that is commonly moved by people? maybe the previous owner moved it somewhere else?
