Very sick car. Please help. 900 1993

I have a 940 turbo that is ill. Starts fine hot or cold. Runs fine if I don't go over 40 mph. Now for the fun. Stalls out usally when I have lifted my foot of the gas to slow. I put it in Neutal and it starts right back up.
If I try to go over 40 it acts like it has to cough up a hair ball. Some black smoke not heavy. Gas miliage is a joke.
I have put in a new air filter and AMM. It could use a oil change but I want to wait till I got this sickness fixed.
The code I get is 2-3-1.
