780 Turbo MPG and Performance 700 1989

I just aquired a 1989 780 Bertone with the 4cyl. turbo. 200,000 miles, very well cared for (rebuit engine/ new head @ 175k due to previous owner running after overheating). The fuel economy seems low @ 17 mpg( US) city maybe a little better on the highway at 80mph. The acceleration is smooth but sluggish below 2500 rpm, much less lively than all the other 4 cyl. turbo models I have tested. My mechanic claims the mixture is correct, timing is correct, distibutor and plugs are good, air filter is new and foam in the airbox intact, AMM clear. He had no time to check further yet. What are the things to look for?
