Water behind gas cap door 900 1995

Recently I have noticed that after it rains there is a puddle of water when I open the door to fill the car with gas. Is there a seal that should be replaced to keep water out of this area, or is there supposed to be a drain that might be clogged? I guess there should be a drain so that in case you overfill the tank the extra gas won't puddle there.
