Whirring Grinding Front End Noise 200 1986

This weekend my 240 DL started making a high pitched whirring noise when the car is in motion that turns into a low grinding noise when coming to a stop. The noise doesn't have a rythmn to it, it's just a consistent whir and almost dissipates at high speed. It's quiet when standing still. I'm assuming it's a tire/brake problem of some kind. Any ideas? We had some very heavy rains the day before this started and I'm wondering if something could have gotten water logged and needs to be dried out.
