My turbo sounds like a jet plane

I have a 1990 740 Turbo with 107,000 miles. Sometimes when a I'm stepping on the gas hard I will get a really loud sound like air rushing--my son says he thinks it's the waste gate on the turbo. Is this normal? I also hear a rattling sound coming from the exhaust when the engine is cold--I had a Subaru with a bad cat/converter that sounded the same. Finally when I'm driving the car it sounds fine, but when I go under and overpass with the sunroof open the car sounds like a jet plane.
