Auxillary air valve question 200 1978

Hello again
I am troubleshooting no power when cold on my 1978 244dl. The Haynes book says that when cold you should be able to see through the AAV (auxillary air valve). After the engine has been on for about 5 minuits it should close and stay that way for the duration of the engine running. Mine is closed all the time, so naturally, I took it apart. Inspecting the pieces I dont see how it can open on its own. Does it require a signal to open in the first place? The manual is unclear on this point. As allways thanks in advance.
