740 GLE Non Turbo not choking at a 1/2 tank of gas... 700 1985

My 740 GLE is sputtering choking and power surging when the needle hits the half way mark on the gas gauge. My mechanic is bewildered...I like to give him a challenge! It mainly does it on hills and the freeway. It has only actually died twice when I have pulled over. When I fill it up (it only takes 6.5 gallons, so I know it's not a gauge problem), it sputters and chokes until the gas gets flowing (I am assuming this is what is happening). It only has 59,000 miles on it and has been babied and garaged it's entire life. Does anyone know what could be causing this?
