advice on buying a 240 200

I am thinking about a '91 240 sedan from a volvo garage/used volvo dealer.
The car is described as being in immaculate condition. It has new brakes,
timing belt, shocks all around ,new ball joints as well as a tune up
and service. It also has only 89,000 miles. The asking price is $6,500.
What would be a fair counter offer for this car? Any advice would be apreciated.
