Loss of Power 200 1986

My 240DL will lose power when driving down the road. If I stop and keep car running and pull off hose from pressure regulator, there is hardly any fuel coming through. If I turn key off and restrart the car, it will run fine until it acts up again. I have replaced both fuel pumps.
Can the Pressure regulator suddenly restrict fuel returning to the tank and cause the engine to lose power. I am at my wits end on this, even our local expert Vovo shop, couldn't pinpoint the problem.
Any ideas.
