Can't get fuel filter to seal... 200

I changed my fuel filter today and can't get it to stop leaking from the inflow bolt. Any ideas? If i use the new washers the leak is greater than if i use the old copper washers. Am i supposed to have a rubber washer too? Any help is appreciated. Thanks.
