'92 940 no fast idle when cold 900 1992

My son has a 92 940 that has no fast idle. Everything else seems to work fine. It cranks and starts right up, but when cold he has to rev to keep from stalling. Nothing shows up in the diagnostic codes. I haven't worked on a Volvo since I had a couple of 60's 122s (with twin SU carbs) cars back in college.
I did note in the forum that a dirty throttle body can cause some problems. Is that where I should start?
