Terrible gas milage! (16mpg!) 200 1981

I have a 1981 volvo 244 gl with a 3 speed automatic. It usually gets 16-17 mpg on the freeway when averaging about 75mph. Is this especially bad? It seems terrible. I have new tires that are pumped up to the recommended psi. Is there something else I should check? Thanks!
