Sagging rear end 700 1991

Now that I have established that my 745 Turbo doesn't have (or didn't originally have) Nivomats, what can I do to remedy its sagging rear end?

The height of the rear bumper (at the top of the bumper) is 19". The height of the top of the wheel wells is 26" on the passenger side and 25" on the driver's side. How do these measurments sound? It just looks like it is sagging from behind. Would new coil springs and/or shocks make a difference? What kind of springs/shocks?
