surging rpms HELP! 700 1992

Good evening y'all.

Lately my car has been acting weird. Here's what's been going on.

when i get into my car and start it up,the rpms are normal but after few minutes the rpms start to go up anywhere from about 1200 to 2100 rpms.Then it would stay there for about aminute or so then go back down to its regular idle which is about 650 700 rpms.

The same thing happen sometimes when i driving.While driving the rpms jump up.This is normal city driving. A very unsteady rpm gauge. Just this morning after a full temp.warm up,i went to get gas so i shut off the car, fill up the tank but when i tried to start the car, it would not start. while cranking the car felt like it would start but then hesitate"cough" then cut off.This went on for about five minutes then it came on and ran fine.I did get an awful smell coming from the exhaust.

I'm thinking the idle air control valve is on it's way out but i'm not sure.This similar thing happened to my 90 245 so what i did was took off the IAC,cleaned it with some carb cleaner reinstalled it and all was good.Can i do the same to my car or just buy a new IAC.

A few months ago i replaced the wires and plugs.I also replaced the cap and rotor but while replacing the cap and rotor,i over tightened them and cracked the cap and rotor so i cleaned off the copper thingieson the old ones and reused them.Should i just install a new cap rotor then go from there? i'm pretty sure it's not the AMM.

What about other issues such as a relay, fuse,cracked hose,fuel pump? Any help is always appreciated. OH Yea my car is a 92 745t
