Front fog lights 200

I have the instructions to install front fog light (thanks to a very generous member of this board). I have a question about the relay? Whay relay do I need? Can I find one in a junked 200 that didn't have foglights? In other words is that relay used for other things? What exactly is the function of the relay? I see some aftermarket kits don't use a relay while others do. Why is that?
