fuse problems 200 1986

The # 11 and 12 fuses are acting up. #11 controls the overdrive and the seat heaters. It will pop when neither one is being used. #12 controls the a/c and the back up lights. I replaced the #12 fuse and now get nothing, but the fuse is not popping. So #11 pops all the time and #12 does not, but nothing works that is coming off these fuses. Any suggestions? Thanks. George
