Timing belt walks off pulleys 200 1988

I just put a new timing belt and tensioner on my 1988 240. When I rotate the engine clockwise with a wrench, the belt walks forwards on the tensioner and cam pulleys to the point where it looks like it will walk off within one full revolution. What's happening??!! Is this normal? HELP! I also cannot get the marks on the belt to replicate the original postions on the corresponding pulley marksas wher I started, but one post says this is OK, the marks are just for reference. Os that correct? HELP ME, please....
