Rough idling and power surging when cold 700

I need some help locating my engine problems on my 85 740 turbo. The idle is always rough and the external fuel pump is noisy most of the time. The main problem that worries me is that when the engine is cold, there is barely any power and the engine barely runs. I changed the spark plugs and air filter, and I am going to change the fuel external pump and filter. However, I have a feeling this is not going to do anything. I just do not understand why it will only surge when it is cold.
Help me please!!
