How Much Would It Cost to repair a Cylinder? 700 1990

If i were to take my 16 valve 1990 740 to a volvo dealer would it be cheaper than taking it to say a regular mechanic? Which would you recomend and how much would it roughly cost to fix a cylinder that is only hitting with 80 lbs of compression.
