Defrost Woes 200

I have a slight problem. For all that I do, I cannot defrost the windshield. I follow the instructions in the manual... and my windshield becomes coated in fog. How much airflow should there be out of the vents on top of the dashboard, not the regular airflow vents? What should I do? This is becoming a safety issue because tonite I couldnt see and with it raining, it made it 10 times worse.
