2 questions, roof rack holes / gas tank reading 1979 245 200

I would like to remove the factory roof rack off my 245 but am wondering how much of a bugger it is to fill the twelve 3/8" holes once it's off?

My gas tank reads full when the tank is full but only measures to 1/2 a tank, any ideas of how this could be fixed?
