Sheared bolt on rear axle torque rod fastening 700 1989

The bolt securing the lower torque rod to the rear axle has sheared on my 89 745 GLE, about flush with the hole. I have a set of bolt extractors that you screw in after drilling (LH thread) but the bracket for the torque rod (welded to the axle tube) prevents getting the drill up to the sheared off stud. Any ideas?
