940 underseal gone in wheel arch 900 1991

I've just washed my 91 940GL Sedan and found a small (about 1" in length) area inside the front left wheel housing where the underseal has come off. It's showing bare metal. It appears to be on a seam. If I get down at eye level with the top of the tyre it's virtually right in front of me. My question is what can I fix this with? What brand(s) of underseal do brickboarders recommend? I've got some Tectyl made by Valvoline in the garage - would this be suitable. What is that underseal stuff anyway. Is it some sort of rubber spray?
Also what is the black stuff on the sills? Is it some sort of special paint? There are a few bare patches on my car's sills as well.

Thanks for any advice.
