Ignition key jammed 900

I have a friend who has a 1993 940 and his ignition key will not go back to the "O" zero position so he can get it out. He called the local Volvo dealer and they are telling him it will be $350-$500 to fix it. Has anyone had this similar issue? He took it to a local locksmith, but they could not do anything. I have an 850 and I have had no problems like this and could not offer him any help. Any suggestions?
