Failed Emissions test in a BIG way, no, a REALLY BIG way... 200 1983

The car is an 83 245T/M46/most IPD suspension mods, Bilsteins, 122K, no rust and no engine or engine management mods. Oil consumption almost "0". Every 2 years it passes inspection without a problem, in fact, it acutally gets better. For the last few years, I have only driven in about 1500 miles, and its garaged for the winters. So when the notice came around, I expected no problems ... Both measures (Illinois) were off the scale. HC to pass is 2.00 GPM, mine was 8.38. This one sent me right to a therapist: CO to pass is 30 GPM, mine was 236.3!

Questions: What could cause such sudden high readings? Could not driving cause a temporary malfunction somewhere? I hadn't driven this one for almost 3 months, and during the 6 mile drive to the test, no missing, bogging under acceleration, full power seemed to be there. I haven't regained the courage to even check the air filter, but I doubt that it could cause what appears to be a very rich mixture. How about the AMM or the cat or bad sensor? Any info, ideas or suggestions will be greatly appreciated.
