'jumper wire' getting 12V to furl pump fuse 700

While I had my center dash area of my 90 Turbo Wagon apart working on something else, I noticed the the previous owner or shop had done a little "backyard wiring" around my fuse box.

What is there is a "jumper wire going to my number 11 fuse block location. This 4 inch piece of 14 gauge wire is tapped into the cigarette lighter wire to provide a switched 12V.

If I remove this wire, the main fuel pump doesn't run, car no start!!

I immediately suspected a bad fuel pump relay, and this was just wiring a way around it. So I ventured over to my local Volvo dealership, got a new relay, put it in, disconnected the jumper wire, and started her up.

Now it will start, kinda!! It runs really rough, as it rpms dropping down to zero, and then catching, drops, back up, etc. Will do this for 8-10 seconds, and then just dies. It will fire back up, and do this all over again.

Any ideas??

I just purchased this a few weeks ago, so I don't know what it was doing before. Thanks!!
