BLOWER MOTOR FUSE BLOWING (ACC) 700

I earlier posted a problem with my Automatic Climate control heater. I thank the people that gave advice and I tried following them. The problem first was, there was no gushing air comming from the vents. However I did notice the cabin taking its time to warm up. The temp gauge pointer sits at half which is normal. I took the first step of checking the fuse. The #16 30AMP ( blower motor, aircondition) fuse was bad. I replaced it. When I came back home I noticed the new fuse had blown too.
I also have the prices for the new blower motors, Volvo dealer, $220, C/Tire $68, Delta '88 and Citation, $40 !
