It's cold outside and so is my temp guage 200 1982

Well, it's getting cold in New England and my temg guage is reading really cold but not at the bottom. Last winter a mechanic told me he thought that a sound that my car was making was a bad water pump but I didn't get the thing fixed then and forgot about it all summer. Now I'm hearing noise again and my car temp is staying really cold- could a bad water pump have anything to do with this? Does anybody have any other ideas? I did recently flush the coolant, so it's not an old coolant problem I don't think. Any help and advice would be greatly appreciated- I don't want to kill the engine this winter.
