Steering wheel shakes 700 1987

My mom wanted me to come on and ask about her problem with her steering during breaking. When she slows down frmo a high speed (getting off the highway), her steering wheel shakes a lot. I don't know enough to give her a definitive answer- but is this an alignment problem?
